Measure and pour the salt and flour into a large bowl. Stir with a spoon to mix the ingredients.
Pour the water into the dry ingredients while stirring. Once all the water has been poured, continue stirring until the mixture becomes dough-like. Pick up the dough with your hands and knead it thoroughly. Use the dough blob to pick up the remaining bits of dough from the bowl and knead the dough a little more.
Place the dough atop the wax paper and mash it down into a patty. Roll over it with a rolling pin until the dough is approcimately 1/2-inch thick.
